## Sec. 1005 utilization of private agencies **[**[22 U.S.C. 1437](/us/usc/t22/s1437)**]** In carrying out the provisions of this Act it shall be the duty of the Secretary4 to utilize, to the maximum extent practicable, the services and facilities of private agencies, including existing American press, publishing, radio, motion picture, and other agencies, through contractual arrangements or otherwise. It is the intent of Congress that the Secretary shall encourage participation in carrying out the purposes of this Act by the maximum number of different private agencies in each field consistent with the present or potential market for their services in each country. 4Effective July 2, 2013, section 1078(d)(2) of division A of Public Law 112–239 provides for a global amendment in section 1005 to insert “and the Broadcasting Board of Governors” after “Secretary” each place it appears.
