## SEC. 4018 PROHIBITING GOVERNMENT-SPONSORED RECRUITMENT ACTIVITIES ###
(a)Administrative Cost-sharing and Quality Control Section 16(a)(4) of the Food and Nutrition Act of 2008 (7 U.S.C. 2025(a)(4)) is amended by inserting after “recruitment activities” the following: “designed to persuade an individual to apply for program benefits or that promote the program through television, radio, or billboard advertisements”. ###
(b)Limitation on Use of Funds Authorized to Be Appropriated Under Act Section 18 of the Food and Nutrition Act of 2008 (7 U.S.C. 2027) is amended by adding at the end the following: > > ### “(g) Ban on Recruitment and Promotion Activities > > > #### “(1) In general > > Except as provided in paragraph (2), no funds authorized to be appropriated under this Act shall be used by the Secretary for— > > > ##### “(A) > > recruitment activities designed to persuade an individual to apply for supplemental nutrition assistance program benefits; > > > ##### “(B) > > television, radio, or billboard advertisements that are designed to promote supplemental nutrition assistance program benefits and enrollment; or > > > ##### “(C) > > any agreements with foreign governments designed to promote supplemental nutrition assistance program benefits and enrollment. > > > #### “(2) Limitation > > Paragraph (1)(B) shall not apply to programmatic activities undertaken with respect to benefits made under section 5(h).” > . ###
(c)Ban on Recruitment Activities by Entities That Receive Funds Section 18 of the Food and Nutrition Act of 2008 (7 U.S.C. 2027) (as amended by subsection (b)) is amended by adding at the end the following: > > ### “(h) Ban on Recruitment by Entities That Receive Funds > > The Secretary shall issue regulations that prohibit entities that receive funds under this Act to compensate any person for conducting outreach activities relating to participation in, or for recruiting individuals to apply to receive benefits under, the supplemental nutrition assistance program, if the amount of the compensation would be based on the number of individuals who apply to receive the benefits.” > .
