## SEC. 11093 ISSUANCE OF REGULATIONS BY SECRETARY The Secretary is authorized to issue regulations to implement, interpret, administer and carry out the purposes of this subtitle, and, in the Secretary's discretion, those regulations may have retroactive effect.
