## SEC. 239 INCREASING AFRICAN PARTICIPATION IN USIA EXCHANGE PROGRAMS The Director of the United States Information Agency shall expand exchange program allocations to Africa, in particular Fulbright Academic Exchanges, International Visitor Programs, and Citizen Exchanges, and shall further encourage a broadening of affiliations and links between United States and African institutions.
