## Sec. 646 Construction **[**[22 U.S.C. 2405](/us/usc/t22/s2405)**]** If any provision of this Act, or the application of any provision to any circumstances or persons shall be held invalid, the validity of the remainder of this Act, and of the applicability of such provision to other circumstances or persons shall not be affected thereby.
