## Sec. 615 Contract Authority **[**[22 U.S.C. 2365](/us/usc/t22/s2365)**]** Provisions of this Act authorizing the appropriation of funds shall be construed to authorize the granting in any appropriation Act of authority to enter into contracts, within the amounts so authorized to be appropriated, creating obligations in advance of appropriations.
