## SEC. 3303 USE OF BARTER ARRANGEMENTS IN MODERNIZATION PROGRAM The President may enter into barter arrangements to dispose of materials under section 3302 in order to acquire strategic and critical materials for, or upgrade strategic and critical materials in, the National Defense Stockpile.
