## SEC. 407A NATIONAL EMERGENCIES **[**[12 U.S.C. 4407](/us/usc/t12/s4407)**]** The provisions of this subtitle may not be construed to limit the authority of the President under the Trading With the Enemy Act (50 U.S.C.
