## SEC. 206 OTHER ACTIVITIES OF THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION **[**[42 U.S.C. 2465f](/us/usc/t42/s2465f)**]** Commercial payloads may not be accepted for launch as primary payloads on the space shuttle unless the Administrator of the National Aeronautics and Space Administration determines that— ####
(1)the payload requires the unique capabilities of the space shuttle; or ####
