## SEC. 3 PURPOSE The purpose of this Act is to establish a Commission to study and make recommendations regarding the economic needs and economic development of the Lower Mississippi Delta region by seeking and encouraging the participation of interested citizens, public officials, groups, agencies, and others in developing a 10-year economic development plan for the region.
