## SEC. 403 PURPOSE **[**[49 U.S.C. 40101 note](/us/usc/t49/s40101)**]** It is the purpose of this title to provide full compensation to any individual (or relatives of a deceased individual) who was physically injured or killed as a result of the terrorist-related aircraft crashes of September 11, 2001, or the rescue and recovery efforts during the immediate aftermath of such crashes.
