## SEC. 3516 ELIGIBILITY TO RECEIVE SURPLUS TRAINING EQUIPMENT Section 51103(b)(2)(C) of title 46, United States Code, is amended by inserting “or a training institution that is an instrumentality of a State, Territory, or Commonwealth of the United States or District of Columbia or a unit of local government thereof” after “a nonprofit training institution”.
