## SEC. 1250 WAIVER REQUIREMENT RELATED TO EXCEPTIONAL CIRCUMSTANCES PREVENTING SIGNIFICANT REDUCTIONS IN CRUDE OIL PURCHASES Section 1245(d)(5)(B) of the National Defense Authorization Act for Fiscal Year 2012 (22 U.S.C. 8513a(d)(5)(B)) is amended— ####

(1)in clause (i), by striking “; and” and inserting a semicolon; ####

(2)by redesignating clause

(ii)as clause (iii); and ####

(3)by inserting after clause

(i)the following new clause: > > ###### “(ii) > > certifying that the country with primary jurisdiction over the foreign financial institution otherwise subject to the sanctions faced exceptional circumstances that prevented the country from being able to reduce significantly its purchases of petroleum and petroleum products from Iran; and” > .
