## SEC. 445 EFFECTIVE DATE **[**[42 U.S.C. 1751 note](/us/usc/t42/s1751)**]** Except as otherwise specifically provided in this Act or any of the amendments made by this Act, this Act and the amendments made by this Act take effect on October 1, 2010.
