## SEC. 5 APPLICABILITY OF CHAPTER 10 OF TITLE 5, UNITED STATES CODE **[**[7 U.S.C. 390c](/us/usc/t7/s390c)**]** Chapter 10 of title 5, United States Code, and title XVIII of the Food and Agriculture Act of 1977 (7 U.S.C. 2281 et seq.) shall not apply to a panel or board created solely for the purpose of reviewing applications or proposals submitted under this Act.
