## Sec. 14 REGULATIONS AND ADMINISTRATION **[**[21 U.S.C. 1043](/us/usc/t21/s1043)**]** The Secretary shall promulgate such rules and regulations as he deems necessary to carry out the purposes or provisions of this Act, and shall be responsible for the administration and enforcement of this Act except as otherwise provided in paragraph
(d)of section 5 of this Act.
