## Sec. 6 **[**Registration**]** **[**[7 U.S.C. 2136](/us/usc/t7/s2136)**]** Every research facility, every intermediate handler, every carrier, and every exhibitor not licensed under section 3 of this Act shall register with the Secretary in accordance with such rules and regulations as he may prescribe.
