## Sec. 1431 authorization for appropriations for federal agricultural research facilities There are authorized to be appropriated for each of the fiscal years 1991 through 2023, such sums as may be necessary for the planning, construction, acquisition, alternation, and repair of buildings and other public improvements, including the cost of acquiring or obtaining rights to use land, of or used by the Agricultural Research Service, except that— ####

(1)the cost of planning any one facility shall not exceed $500,000; and ####
