## SEC. 215 LIMITATION ON OBLIGATION OF FUNDS FOR THE F-35 LIGHTNING II AIRCRAFT PROGRAM Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2012 for research and development for the F-35 Lightning II aircraft program, not more that 80 percent may be obligated or expended until the date on which the Secretary of Defense certifies to the congressional defense committees that the acquisition strategy for the F-35 Lightning II aircraft includes a plan for achieving competition throughout operation and sustainment, in accordance with section 202(d) of the Weapon Systems Acquisition Reform Act of 2009 (Public Law 111-23; 10 U.S.C. 2430 note).
