## SEC. 1535 LIMITATION ON AVAILABILITY OF FUNDS FOR TRANS REGIONAL WEB INITIATIVE None of the amounts authorized to be appropriated by this Act may be obligated or expended on any program under the Trans Regional Web Initiative of the Department of Defense, or any similar initiative, until the Secretary of Defense certifies, in writing, to the Committees on Armed Services of the Senate and the House of Representatives that such program— ####
(1)appropriately defines its target audience; ####
(2)is determined to be the most effective method to reach such target audience; ####
(3)is the most cost-effective means of reaching such target audience; and ####
(4)includes measurement mechanisms to ensure such target audience is being reached.
