## SEC. 1088 SENSE OF CONGRESS ON APPLICATION OF MORATORIUM ON EARMARKS TO THIS ACT It is the sense of Congress that the moratorium on congressionally-directed spending items in the Senate, and on congressional earmarks in the House of Representatives, should be fully enforced in this Act.
