Notwithstanding section 101, amounts are provided for “General Services Administration—Expenses, Presidential Transition” for necessary expenses to carry out the Presidential Transition Act of 1963 (3 U.S.C. 102 note), at a rate for operations of $8,947,000, of which not to exceed $1,000,000 is for activities authorized by sections 3(a)(8) and (9) of such Act.
