## SEC. 1103 DEFINITIONS ###
(a)Definitions Section 101(a) of title 23, United States Code, is amended— ####

(29)(as so redesignated) and inserting the following: > > #### “(29) Transportation alternatives > > The term ‘**transportation alternatives**’ means any of the following activities when carried out as part of any program or project authorized or funded under this title, or as an independent program or project related to surface transportation: > > > ##### “(A) > > Construction, planning, and design of on-road and off-road trail facilities for pedestrians, bicyclists, and other nonmotorized forms of transportation, including sidewalks, bicycle infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting and other safety-related infrastructure, and transportation projects to achieve compliance with the Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et seq.). > > > ##### “(B) > > Construction, planning, and design of infrastructure-related projects and systems that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily needs. > > > ##### “(C) > > Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists, or other nonmotorized transportation users. > > > ##### “(D) > > Construction of turnouts, overlooks, and viewing areas. > > > ##### “(E) > > Community improvement activities, including— > > > ###### “(i) > > inventory, control, or removal of outdoor advertising; > > > ###### “(ii) > > historic preservation and rehabilitation of historic transportation facilities; > > > ###### “(iii) > > vegetation management practices in transportation rights-of-way to improve roadway safety, prevent against invasive species, and provide erosion control; and > > > ###### “(iv) > > archaeological activities relating to impacts from implementation of a transportation project eligible under this title. > > > ##### “(F) > > Any environmental mitigation activity, including pollution prevention and pollution abatement activities and mitigation to— > > > ###### “(i) > > address stormwater management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff, including activities described in sections 133(b)(11), 328(a), and 329; or > > > ###### “(ii) > > reduce vehicle-caused wildlife mortality or to restore and maintain connectivity among terrestrial or aquatic habitats.” > ; and ####

(29)(as so redesignated) the following: > > #### “(30) Transportation systems management and operations > > > ##### “(A) In general > > The term ‘**transportation systems management and operations**’ means integrated strategies to optimize the performance of existing infrastructure through the implementation of multimodal and intermodal, cross-jurisdictional systems, services, and projects designed to preserve capacity and improve security, safety, and reliability of the transportation system. > > > ##### “(B) Inclusions > > The term ‘**transportation systems management and operations**’ includes— > > > ###### “(i) > > actions such as traffic detection and surveillance, corridor management, freeway management, arterial management, active transportation and demand management, work zone management, emergency management, traveler information services, congestion pricing, parking management, automated enforcement, traffic control, commercial vehicle operations, freight management, and coordination of highway, rail, transit, bicycle, and pedestrian operations; and > > > ###### “(ii) > > coordination of the implementation of regional transportation system management and operations investments (such as traffic incident management, traveler information services, emergency management, roadway weather management, intelligent transportation systems, communication networks, and information sharing systems) requiring agreements, integration, and interoperability to achieve targeted system performance, reliability, safety, and customer service levels. > > > #### “(31) Tribal transportation facility > > The term ‘**tribal transportation facility**’ means a public highway, road, bridge, trail, or transit system that is located on or provides access to tribal land and appears on the national tribal transportation facility inventory described in section 202(b)(1). > > > #### “(32) Truck stop electrification system > > The term ‘**truck stop electrification system**’ means a system that delivers heat, air conditioning, electricity, or communications to a heavy-duty vehicle.” > . ###
(b)Sense of Congress Section 101(c) of title 23, United States Code, is amended by striking “**system**” and inserting “**highway**”.
