Any person acting without malice who provides information to, cooperates with or testifies pursuant to a subpoena for an authorized agency, an insurer, the National Association of Insurance Commissioners or any not - for - profit organization established to detect and prevent fraudulent insurance claims is not subject to criminal prosecution, civil penalty, or civil liability, except in cases of perjury or insurance fraud.
