The board of trustees of any public hospital district shall have authority to levy an annual tax not to exceed one dollar per thousand dollars of taxable valuation of all real and personal property taxable within said district for the purpose of operating and maintaining any hospital under the supervision and control of said board. Such levy shall be in addition and not subject to any levy limitations imposed by any other statute. Such tax shall be levied and collected as provided in § 34-10-24 .
