A commercial learner's permit holder is not eligible to take the skills test in the first fourteen days after initial issuance of the permit. A commercial learner's permit may only be issued with passenger, school bus, or tanker endorsements. No other commercial endorsement is allowed on a commercial learner's permit. (S)endorsement shall have a restriction for no passengers
(P)in a commercial motor vehicle. No commercial learner's permit holder may operate a commercial motor vehicle carrying passengers other than federal and state auditors and inspectors, test examiners, other trainees, and the commercial driver license holder accompanying the commercial learner's permit holder. (N)endorsement shall have a no cargo restriction
(X)in a commercial motor vehicle tank vehicle. A commercial learner's permit holder may only operate an empty tank vehicle and may not operate any tank vehicle that previously contained hazardous materials that has not been purged of any residue.
