BILLING CODE 4910-13-P DEPARTMENT OF TRANSPORTATION Federal Highway Administration Notice of Final Federal Agency Actions on Proposed Transportation Project in Pennsylvania AGENCY: Federal Highway Administration (FHWA), DOT. ACTION: Notice of limitation on claims for judicial review. SUMMARY: This notice announces action taken by FHWA and other Federal agencies that are final. The actions relate to the U.S. 6219, Section 050 Transportation Improvement Project from Meyersdale, PA to Old Salisbury Road, MD located in Somerset County, PA and Garrett County, MD.
DATES: By this notice, FHWA is advising the public of final agency actions subject to 23 U.S.C. 139(l)(1). A claim seeking judicial review of the Federal agency actions on the highway project will be barred unless the claim is filed on or before November 3, 2025. If the Federal law that authorizes judicial review of a claim provides a time period of less than 150 days for filing such claim, then that shorter time period still applies. SUPPLEMENTARY INFORMATION: Notice is hereby given that FHWA has taken final agency action by issuing approval for the following highway project in the State of Pennsylvania and State of Maryland: U.S. 6219, Section 050 Transportation Improvement Project. The purpose of the Project is to complete Corridor N of the Appalachian Development Highway System, to improve the system linkage in the region, provide safe and efficient access for motorists traveling on U.S. 219, and provide transportation infrastructure to support economic opportunities in existing and planned communities and employment/business centers and natural resource-based industries within the Appalachian Region. The needs of the Project are: • Existing U.S. 219 does not provide efficient mobility for trucks and freight. • There are numerous roadway and geometric deficiencies present along the existing U.S. 219 alignment. • The existing roadway infrastructure is a limiting factor in economic development opportunities in the Appalachian Region. The actions by the Federal agency, and the laws under which such actions were taken, are described in the FHWA Final Environmental Impact Statement
(FEIS)for the project, signed May 29, 2025, in the Record of Decision
(ROD)for the project, issued on May 29, 2025, and in other documents in the FHWA administrative record.
