This *Small Entity Compliance Guide* has been prepared in accordance with section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996. It consists of a summary of the rules appearing in Federal Acquisition Circular
(FAC)2025-04, which amends the Federal Acquisition Regulation (FAR). Interested parties may obtain further information regarding these rules by referring to FAC 2025-04, which precedes this document. For the actual revisions and/or amendments made by these FAR rules, refer to the specific item numbers and subjects set forth in the documents following these item summaries. FAC 2025-04 amends the FAR as follows: Item I—List of Domestically Nonavailable Articles (FAR Case 2020-009) This final rule amends the FAR to revise the list of domestically nonavailable articles under the Buy American statute. The changes are not expected to have a significant economic impact on a substantial number of small entities. It is expected that this rule will encourage small businesses to take an interest in building domestic manufacturing capabilities and capacity; this would be a positive impact though not a substantial impact. Item II—Technical Amendments Administrative changes are made at FAR 1.401, 17.703, 33.105, 52.101, 52.102, 52.300, and 52.301. William F.
