SUMMARY: Veterans Benefits Administration, Department of Veterans Affairs (VA), is announcing an opportunity for public comment on the proposed collection of certain information by the agency. Under the Paperwork Reduction Act
(PRA)of 1995, Federal agencies are required to publish notice in the **Federal Register** concerning each proposed collection of information, including each proposed revision of a currently approved collection, and allow 60 days for public comment in response to the notice. (OMB)for each collection of information they conduct or sponsor. This request for comment is being made pursuant to Section 3506(c)(2)(A) of the PRA. With respect to the following collection of information, VBA invites comments on:
(1)whether the proposed collection of information is necessary for the proper performance of VBA's functions, including whether the information will have practical utility;
(2)the accuracy of VBA's estimate of the burden of the proposed collection of information;
(3)ways to enhance the quality, utility, and clarity of the information to be collected; and

(VA)through its Veterans Benefits Administration
(VBA)administers an integrated program of benefits and services, established by law, for Veterans, service personnel, and their dependents and/or beneficiaries. Title 38 U.S.C. 5101(a), 38 CFR 1502, 38 CFR 1503 provides that a specific claim in the form provided by the Secretary must be filed in order for benefits to be paid to any individual under the laws administered by the Secretary. VA Form 21P-0969, Income and Asset Statement in Support of Claim for Pension or Parents' Dependency and Indemnity Compensation (DIC), is the prescribed form for Veterans Pension applications. The following updates were made: • Reorganized the layout to group instructions first, then questions. • Income and asset types reorganized for easier completion by claimants and faster processing. • Income and Asset information has been expanded. • Updated instructions. • New standardization data points; to include optical character recognition boxes. This is a non-substantive change. • Date range added to better aid in processing and allows for claimants to report historical information. • Specific options provided for specific questions to reduce ambiguity. • Questions regarding trusts and annuities expanded to reduce development. • Signature blocks added to allow for standalone submissions. *Affected Public:* Individuals and households. *Estimated Annual Burden:* 22,917 hours. *Estimated Average Burden per Respondent:* 25 minutes. *Frequency of Response:* One time, or as needed. *Estimated Number of Respondents:* 55,000.
