BILLING CODE 4910-06-P DEPARTMENT OF TRANSPORTATION Federal Railroad Administration [Docket Number FRA-2020-0023] Petition for Waiver of Compliance and Special Approval Under part 211 of title 49 Code of Federal Regulations (CFR), this document provides the public notice that on March 10, 2020, Railtown 1897 State Historical Park (Railtown) petitioned the Federal Railroad Administration
(FRA)for a special approval and waiver of compliance from certain provisions of the Federal railroad safety regulations contained at 49 CFR part 215. FRA assigned the petition Docket Number FRA 2020-0023. Specifically, Railtown, an historic tourist operation located in Jamestown, California, seeks FRA approval per 49 CFR 215.203(c) to allow two cars owned by the State of California (reporting marks SRR 323 and WP 17005) that are over 50 years old to be used in photo and film work, and to operate on track privately owned by the Sierra Northern Railway. Because the cars would be used for historic interpretation and demonstration, Railtown also requests to waive the stenciling requirements outlined in 49 CFR 215.303. Railtown explains the cars will be limited to 10 miles per hour and will not be used in interchange. Interested parties are invited to participate in these proceedings by submitting written views, data, or comments. FRA does not anticipate scheduling a public hearing in connection with these proceedings since the facts do not appear to warrant a hearing. If any interested parties desire an opportunity for oral comment and a public hearing, they should notify FRA, in writing, before the end of the comment period and specify the basis for their request.
