SUMMARY: The Commission is noticing a recently filed Postal Service notice of intention to change prices not of general applicability to be effective January 1, 2018. (UPU)Rates) effective January 1, 2018. 1 1 Notice of the United States Postal Service of Filing Changes in Rates Not of General Applicability for Inbound Parcel Post (at UPU Rates), and Application for Non-Public Treatment, December 12, 2017, at 1-2 (Notice). II. Contents of Filing To accompany its Notice, the Postal Service filed: A redacted copy of the UPU International Bureau
(IB)Circular that contains the new prices; a copy of the certification required under 39 CFR 3015.5(c)(2); documentation in support of inflation-linked adjustment for the new prices; and redacted copies of Governors' Decisions 14-04 and 11-6. *Id.* at 2-3; *see id.* Attachments 2-7. The Postal Service also filed redacted financial workpapers. Notice at 3. The Postal Service also filed unredacted copies of Governors' Decisions 14-04 and 11-6, an unredacted copy of the new prices, and related financial information under seal. *See* Notice at 4. The Postal Service filed an application for non-public treatment of materials filed under seal. *Id.* Attachment 1. Commission Action The Commission establishes Docket No. CP2018-84 for consideration of matters raised by the Notice. The Commission invites comments on whether the Postal Service's filing is consistent with 39 U.S.C. 3632, 3633, and 39 CFR part 3015. Comments are due no later than December 21, 2017. The public portions of the filing can be accessed via the Commission's website ( *http://www.prc.gov* ). The Commission appoints Katalin K. Clendenin to serve as Public Representative in this docket. IV. Ordering Paragraphs *It is ordered:* 1. The Commission establishes Docket No. CP2018-84 for consideration of the matters raised by the Postal Service's Notice. 2.
