ACTION: Proposed rule. SUMMARY: The Environmental Protection Agency

(EPA)is proposing to approve changes to the South Carolina State Implementation Plan

(SIP)that revise several miscellaneous rules for control standards for process industries. Specifically, changes are made to standards for volatile organic compounds and oxides of nitrogen. EPA is proposing to approve portions of SIP revisions submitted by the State of South Carolina, through the South Carolina Department of Health and Environmental Control, on the following dates: October 1, 2007, June 17, 2013, and January 20, 2016. These actions are being proposed pursuant to the Clean Air Act. DATES: Written comments must be received on or before September 15, 2017. (404)562-9089 or via electronic mail at *akers.brad@epa.gov.* SUPPLEMENTARY INFORMATION: In the Final Rules Section of this **Federal Register** , EPA is approving the State's SIP revision as a direct final rule without prior proposal because the Agency views this as a noncontroversial submittal and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule. If no adverse comments are received in response to this rule, no further activity is contemplated. If EPA receives adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule.
