Summary
The Environmental Protection Agency (EPA) is proposing to approve changes to the South Carolina State Implementation Plan to address requirements for the reporting of air emissions of criteria air pollutants and their precursors. EPA is proposing to approve a SIP revision submitted on June 14, 2010, by the State of South Carolina, through the South Carolina Department of Health and Environmental Control, and portions of subsequent SIP revisions submitted on August 8, 2014 and November 4, 2016, which further revise the regulations concerning the reporting of emissions. This proposed action is being taken pursuant to the Clean Air Act.

Written comments must be received on or before June 30, 2017.
Supplementary Information
In the Final Rules Section of this Federal Register , EPA is approving the State's SIP revision as a direct final rule without prior proposal because the Agency views this as a noncontroversial submittal and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule. If no adverse comments are received in response to this rule, no further activity is contemplated. If EPA receives adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule. EPA will not institute a second comment period on this document. Any parties interested in commenting on this document should do so at this time. Dated: April 27, 2017. V.
