Tennessee Valley Authority (Browns Ferry Nuclear Plant Units 1, 2, and 3). This proceeding involves a challenge to an application by Tennessee Valley Authority for an amendment to the operating licenses for the Browns Ferry Nuclear Plant Units 1, 2, and 3, located in Athens, Alabama. In response to a **Federal Register** Notice, “Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information,” published on July 5, 2016, *see* 81 FR 43661-43669, the Bellefonte Efficiency & Sustainability Team/Mothers Against Tennessee River Radiation (BEST/MATRR) filed a Petition to Intervene and Request for Hearing on September 9, 2016.
