ACTION: Notice and request for comment. SUMMARY: NCUA, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to comment on an extension of a previously approved collection, as required by the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C.
Chapter 35). DATES: Written comments should be received on or before September 12, 2016 to be assured consideration. SUPPLEMENTARY INFORMATION: *OMB Number:* 3133-0052. *Title:* Federal Credit Union Bylaws. *Abstract:* Section 108 of the Federal Credit Union
(FCU)Act (12 U.S.C. 1758) requires the National Credit Union Administration
(NCUA)Board to prepare bylaws before an FCU's charter is complete. The form bylaws are established to simplify the organization of a FCU and establish uniformity regarding FCU operations and member rights. The NCUA Board adopted the Bylaws and incorporated them into NCUA's regulations at 12 CFR 701.2 and as Appendix A to Part 701, in 2007. The bylaws address a broad range of matters concerning: An FCU's organization and governance; the FCU's relationship to members; and the procedures and rules an FCU follows. The NCUA uses the information both to regulate FCUs to protect consumers and monitor their safety and soundness to protect the National Credit Union Share Insurance Fund. *Type of Review:* Extension of a previously approved collection. *Affected Public:* Private Sector: Not-for-profit institutions. *Estimated No. of Respondents/Recordkeepers:* 3,721 Federal Credit Unions. *Estimated Annual Frequency:* 337. *Estimated Annual No. of Responses:* 1,255,046. *Estimated Burden Hours per Response:* 0.35. *Estimated Total Annual Burden Hours:* 436,614. Adjustment are being made to reflect the continuing decline in the number of FCUs and also an increase in the burden associated with the recordkeeping required due to the complexity of credit union operations and the corresponding committee minutes required to document such operations. *Request for Comments:* Comments submitted in response to this notice will be summarized and included in the request for Office of Management and Budget approval. All comments will become a matter of public record. The public is invited to submit comments concerning:
(a)Whether the collection of information is necessary for the proper performance of the function of the agency, including whether the information will have practical utility;
(b)the accuracy of the agency's estimate of the burden of the collection of information, including the validity of the methodology and assumptions used;
(c)ways to enhance the quality, utility, and clarity of the information to be collected; and
(d)ways to minimize the burden of the collection of the information on the respondents, including the use of automated collection techniques or other forms of information technology.
