BILLING CODE 4910-06-P DEPARTMENT OF TRANSPORTATION Federal Railroad Administration [Docket Number FRA-2014-0120] Petition for Waiver of Compliance In accordance with part 211 of Title 49 Code of Federal Regulations (CFR), this document provides the public notice that by a document dated November 7, 2014, the Port Authority Trans-Hudson Corporation
(PATH)has petitioned the Federal Railroad Administration
(FRA)for a waiver of compliance from certain provisions of the Federal railroad safety regulations contained at 49 CFR part 236—Rules, Standards, and Instructions Governing the Installation, Inspection, Maintenance, and Repair of Signal and Train Control Systems, Devices, and Appliances. FRA assigned the petition Docket Number FRA-2014-0120. This request is for an extension of time from the requirements of 49 CFR 236.108(a), *Insulation resistance tests, wires in trunking, and cables,* and the related 49 CFR 236.110, *Results of tests.* PATH is seeking to extend the test time interval from 10 years to 13 years for the approximately 840 local and express cables involved. These cables would still be subject to all other rules and requirements under 49 CFR part 236, subpart A. The referenced cables are scheduled to be replaced within the next 3 years under the PATH Automatic Train Control signal system replacement project. Under this project, which started in 2010, PATH is installing a communications-based train control/Positive Train Control system in which all of the existing relay-based interlocking and automatic block signal control equipment, internal bungalow wiring, and cabling from the bungalow to the field devices is being replaced. The requested extension of time will aid in the acceleration plans for the new system as PATH staff who will be relieved from cable testing requirements will be used for the installation of the new system. FRA does not anticipate scheduling a public hearing in connection with these proceedings since the facts do not appear to warrant a hearing.
