BILLING CODE 4910-13-P DEPARTMENT OF TRANSPORTATION Federal Highway Administration Notice of Final Federal Agency Actions on the Billings Bypass Project in Montana AGENCY: Federal Highway Administration (FHWA), U.S. DOT. ACTION: Notice of limitation on claims for judicial review of actions by FHWA and other Federal agencies. SUMMARY: This notice announces actions taken by the FHWA that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, the Billings Bypass Project, located in the northeastern portion of the city of Billings urban area, Yellowstone County, Montana.

Those actions grant approvals for the project. DATES: By this notice, the FHWA is advising the public of final agency actions subject to 23 U.S.C.139(l)(1). A claim seeking judicial review of the Federal agency actions on the highway project will be barred unless the claim is filed on or before June 19, 2015. If this date falls on a Saturday, Sunday, or legal holiday, parties are advised to file their claim no later than the business day preceding this date. If the Federal law that authorizes judicial review of a claim provides a time period of less than 150 days for filing such claim, then that shorter time period still applies.

(ROD)for the Billings Bypass Project. The purpose of the project is to construct a new principal arterial to connect Interstate 90 (I-90) with Old Highway 312. The project is located in the northeastern portion of the city of Billings urban area, Yellowstone County, Montana. The actions by FHWA on this project, and the laws under which such actions were taken, are described in the March 2014 Final Environmental Impact Statement (FEIS); the July 2014 ROD; and in other documents in the FHWA's administrative record for the project. The FEIS, ROD, and other documents in the FHWA administrative record are available by contacting FHWA.
