(ICA)(49 App. U.S.C. 13(1) (1988)), Rule 206 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (Commission) (18 CFR 385.206 (2012)), and section 343.2 of the Commission's regulations (18 CFR 343.2 (2012)), R. Gordon Gooch (Complainant) filed a formal complaint against Colonial Pipeline Company (Respondent) challenging the rates, terms, and conditions of Respondent's interstate transportation service in FERC Tariff Nos. 98.6.0,99.8.0, and 100.6.0, as set forth more fully in the complaint. R. Gordon Gooch states that a copy of the Complaint has been served on the contact for the Respondent as listed on the Commission list of Corporate Officials. Any person desiring to intervene or to protest this filing must file in accordance with Rules 211 and 214 of the Commission's Rules of Practice and Procedure (18 CFR 385.211 and 385.214). Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceeding. Any person wishing to become a party must file a notice of intervention or motion to intervene, as appropriate.
