BILLING CODE 6705-01-P FEDERAL COMMUNICATIONS COMMISSION Notice of Public Information Collection Being Reviewed by the Federal Communications Commission, Comments Requested February 3, 2011. SUMMARY: The Federal Communications Commission (FCC), as part of its continuing effort to reduce paperwork burdens, invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act
(PRA)of 1995, 44 U.S.C. 3501-3520. Comments are requested concerning:
(a)Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information will have practical utility;
(b)the accuracy of the Commission's burden estimate;
(c)ways to enhance the quality, utility, and clarity of the information collected;
(d)ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and
(e)ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget
(OMB)control number. DATES: Written PRA comments should be submitted on or before April 11, 2011. Statutory authority for the information collection requirements is contained in 47 U.S.C. 151, 152, 153, 154, 201, 218, 230, 251, 254, 256, 257, 301, 303, 304, 307, 309, 316, 332, 403, 503, 522, 536, 548, 1302, and interpret or apply S. Rep. No.104-23, at 51 (1995). *Total Annual Burden:* 239 hours. *Total Annual Cost of Outside Goods and Services:* $40,127. *Nature and Extent of Confidentiality:* Applicants may request that any information supplied be withheld from public inspection, as set forth in section 8.16 of Appendix B of Preserving the Open Internet and Broadband Industry Practices, Report and Order (OI R&O), GN Docket No. 09-191, WC Docket No. 07-52, FCC 10-201. *Privacy Impact Assessment:* Privacy analysis in progress. *Needs and Uses:* The rules adopted in the OI R&O establish a formal complaint process to address open Internet disputes that cannot be resolved through other means, including the Commission's informal complaint system. This process will permit individual end users, edge providers, and other interested persons to file a claim alleging that another party has violated a statute or rule, and asking the Commission to rule on the dispute. The formal complaint rules will facilitate prompt and effective enforcement of the rules adopted in the OI R&O, which is crucial to preserving an open Internet and providing clear guidance to stakeholders.
