SUMMARY: The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3506(c)(2)(A)).
DATES: Written comments must be submitted on or before November 21, 2006. SUPPLEMENTARY INFORMATION: I. Abstract The United States and several other countries have increased the effectiveness of their respective controls over international trade in strategic commodities by means of an Import Certificate procedure. For the U.S. importer, this procedure provides that, where required by the exporting country, the importer submits an international import certificate to the U.S. Government to certify that he/she will import commodities into the United States and will not reexport such commodities, except in accordance with the export control regulations of the United States.
The U.S. Government, in turn, certifies that such representations have been made. II. Method of Collection Submitted of signed form. III. Data *OMB Number:* 0694-0017. *Form Number:* Form BIS-645P, International Import Certificate. *Type of Review:* Extension of a currently approved collection. *Affected Public:* Individuals, businesses or other for-profit and not-for-profit institutions. *Estimated Number of Respondents:* 316. *Estimated Time per Response:* 16 minutes per response. *Estimated Total Annual Burden Hours:* 85 hours. *Estimated Total Annual Cost:* No start-up capital expenditures.
IV. Request for Comments Comments are invited on:
(a)Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility;
(b)the accuracy of the agency's estimate of the burden (including hours and cost) of the proposed collection of information;
(c)ways to enhance the quality, utility, and clarity of the information to be collected; and
(d)ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology. In addition, the public is encouraged to provide suggestions on how to reduce and/or consolidate the current frequency of reporting. Comments submitted in response to this notice will be summarized and/or included in the request for OMB approval of this information collection; they will also become a matter of public record.
