The lessees have met all the requirements for reinstatement of the lease as set out in Sections 31(d) and
(e)of the Mineral Lands Leasing Act of 1920 (30 U.S.C. 188), and the Bureau of Land Management is proposing to reinstate lease WYW72473 effective June 1, 2006, under the original terms and conditions of the lease and the increased rental and royalty rates cited above. Background The Commission instituted this review on July 1, 2005 (70 FR 38210) and determined on October 4, 2005 that it would conduct a full review (70 FR 60110, October 14, 2005). Notice of the scheduling of the Commission's review and of a public hearing to be held in connection therewith was given by posting copies of the notice in the Office of the Secretary, U.S. International Trade Commission, Washington, DC, and by publishing the notice in the **Federal Register** on December 8, 2005 (70 FR 73027). The hearing was held in Washington, DC, on April 27, 2006, and all persons who requested the opportunity were permitted to appear in person or by counsel.
