SUPPLEMENTARY INFORMATION: The Department is submitting the proposed information collection to OMB for review, as required by the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35, as amended). This Notice is soliciting comments from members of the public and affected agencies concerning the proposed collection of information to:
(1)Evaluate whether the proposed collection is necessary for the proper performance of the functions of the agency, including whether the information will have practical utility;
(2)Evaluate the accuracy of the agency's estimate of the burden of the proposed collection of information;
(3)Enhance the quality, utility, and clarity of the information to be collected; and
(4)Minimize the burden of the collection of information on those who are to respond; including the use of appropriate automated collection techniques or other forms of information technology, e.g., permitting electronic submission of responses. This Notice also lists the following information: *Title of Proposal:* Regulation of the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac). *OMB Control Number, if applicable:* 2502-0514. *Description of the need for the information and proposed use:* HUD collects loan-level data on mortgages that Fannie Mae and Freddie Mac (collectively referred to as the “GSEs”) purchase and guarantee in order to measure and monitor compliance with statutorily mandated annual housing goals and to ensure the integrity of the data provided by the GSEs to HUD. HUD also collects information on the programs, products, and business activities of the GSEs to monitor the extent to which these activities support the GSEs' public purposes and are consistent with their Charter acts. *Agency form numbers, if applicable:* None. Estimation of the total numbers of hours needed to prepare the information collection including number of respondents, frequency of response, and hours of response: The estimated number of respondents is 2; the total annual number of responses is about 76; the frequency of the responses are on occasion, quarterly, semi-annually, and annually; and the total annual hours of responses are estimated at 9,446. *Status of the proposed information collection:* Extension of a currently approved collection. SUPPLEMENTARY INFORMATION: Pursuant to sections 204(c) and 207(j) of the National Housing Act (12 U.S.C. 1710(c) and 1713(j)), and in accordance with HUD's regulations at 24 CFR 203.409 and 207.259(e)(3), the Assistant Secretary for Housing-Federal Housing Commissioner, with the approval of the Secretary of HUD and the Secretary of Treasury, announces the call of all FHA debentures, with a coupon rate of 5.75 percent or above, except for those debentures subject to “debenture lock agreements,” that have been registered on the books of the Bureau of Public Debt, Department of the Treasury, and are, therefore, “outstanding” as of September 30, 2005. The date of the call is January 1, 2006. The debentures will be redeemed at par plus accrued interest. Interest will cease to accrue on the debentures as of the call date. Final interest on any called debentures will be paid with the principal at redemption. During the period from the date of this notice to the call date, debentures that are subject to the call may not be used by the mortgagee for a special redemption purchase in payment of a mortgage insurance premium. No transfer of debentures covered by the foregoing call will be made on the books maintained by the Department of the Treasury on or after December 12, 2005. This does not affect the right of the holder of a debenture to sell or assign the debenture on or after this date.
