The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35). DATES: Consideration will be given to all comments received by November 20, 2002. *Title, form, and OMB number:* Validation of Public or Community Service Employment Performed by Retired Personnel Retired Under the Temporary Early Retirement Authority
(TERA)for Increased Retirement Compensation; DD Form 2676; OMB Number 0704-0357. *Type of request:* Revision. *Number of respondents:* 756. *Responses pre respondent:* 1. *Annual responses:* 756. *Average burden per responses:* 10 minutes. *Annual burden hours:* 126. *Needs and Uses:* This information collection requirement is necessary to validate the public service or community service of military members who retired under the Temporary Early Retirement Authority. The Military Services and the Coast Guard had the authority until December 31, 2001, to permit early retirement for selected Service personnel with more than 15, but less than 20 years of service. All of these members who retired under Section 4403(a) before the completion of at least 20 years of active duty service may take employment in public or community service, making them eligible for increased early retirement compensation. A retiree may receive service credit for all qualifying periods of employment by a registered public or community service organization during the “enhanced requirement qualification period.” This qualification period begins on the date of retirement and ends on the date the retired member would have attained 20 years of creditable service for retirement purposes. This information collection is needed to provide certification of a member's full-time public and/or community service employment by a registered public or community service organization and to recomputed the member's retired pay for all qualifying periods of employment. *Affected public:* Business or Other For-Profit; Not-For-Profit Institutions; State, Local or Tribal Government. *Frequency:* On Occasion. *Respondent's Obligation:* Required to Obtain or Retain benefits. *OMB Desk Officer:* Ms. Jackie Zieher.
