ACTION: Final rule. SUMMARY: This document substitutes Channel 284C3 for Channel 284A at Rose Hill, North Carolina, reallots Channel 284C3 to La Grange, North Carolina, and modifies the license for Station WZUP to specify operation at La Grange in response to a petition filed by Conner Media, Inc.
