Summary
EPA is proposing to approve under the Clean Air Act (CAA or Act), as a revision to the Arizona State Implementation Plan (SIP), a general permit rule that provides for the expeditious implementation of best management practices (BMPs) to reduce particulate matter (PM-10) from agricultural sources in the Maricopa County (Phoenix) PM-10 nonattainment area. EPA is proposing to approve the general permit rule as meeting the “reasonably available control measure” (RACM) requirements of the Act.
