This measure consists of the purchase of lands in the Swift Creek area known as Devil's Backbone and creation of a conservation easement for lands adjacent to Swift Reservoir. Cowlitz PUD No. 1 provided draft environmental assessment of the proposed amendment application with its filing. Commission staff is adopting the draft environmental assessment as its own.
