§ 5101. Power to make contracts.
(a)Purposes.-- A township may make contracts for lawful purposes and for the purposes of carrying into execution the provisions of this part and the laws of this Commonwealth.
(b)Lowest responsible bidder.-- Except as otherwise specifically provided in this part, contracts and purchases must be made with and from the lowest responsible bidder. For purposes of this chapter, the lowest responsible bidder need not be the bidder submitting the lowest dollar amount bid. A township may also consider the quality of goods or services supplied, ease of repair, compatibility with other township equipment or services, responsiveness, past performance of the bidder and any other reasonable factors specified in the advertisement for bids.
(c)Electronic bids.-- A township may permit the electronic submission of bids and may receive bids electronically for competitive bid purchases and contracts under 62 Pa.C.S. Ch. 46 (relating to electronic bidding by local government units).
