§ 4331. Parking and parking lots.
(a)General rule.-- The board of commissioners may:
(1)Regulate parking and parking lots and provide parking accommodations to promote the convenience and protection of the public.
(2)Establish or designate, at the board's discretion, areas exclusively reserved for parking by handicapped individuals and post signs regulating the areas.
(3)Erect parking meters and regulate parking meter charges.
(4)Acquire by gift, purchase, lease or eminent domain, lands that the board deems necessary or desirable for the purpose of establishing and maintaining parking lots.
(5)Plan, design, locate, hold, construct, improve, maintain, operate, own or lease, either in the capacity of lessor or lessee, and install facilities and equipment on any land to be devoted to the parking of vehicles.
(b)Fines and fees.-- Consistent with 75 Pa.C.S. (relating to vehicles), the right to regulate the use of the lots shall include the right to impose fines and fees for violation of any law or ordinance regulating parking.
(c)Construction.-- Nothing in this section may be construed to limit statutory and regulatory protections and prohibitions relating to the rights of individuals with disabilities.
