§ 1504. Membership requirements.
(a)Appointments.-- The commission shall consist of the following members:
(1)The secretary or a designee of the secretary.
(2)Six individuals appointed by the Governor, which shall include:
(i)At least one representative from a public institution of higher education.
(ii)At least one representative from the Pennsylvania Chamber of Business and Industry or a successor organization.
(iii)At least two members representing Irish-American communities, neither of whom shall be members of the same political party.
(3)Two individuals appointed by the President pro tempore of the Senate.
(4)Two individuals appointed by the Speaker of the House of Representatives.
(5)Two individuals appointed by the Minority Leader of the Senate.
(6)Two individuals appointed by the Minority Leader of the House of Representatives.
(b)Qualifications.-- All members appointed by the President pro tempore of the Senate, the Speaker of the House of Representatives, the Minority Leader of the Senate and the Minority Leader of the House of Representatives shall have current or past involvement in organizations that promote Irish affairs or have interest in the well-being of trade relations between Pennsylvania and Ireland.
(c)Length of term.--
(1)The members appointed under subsection (a)(2) shall serve for a term of four years.
(2)Members appointed under subsection (a)(3), (4),
(5)and
(6)shall serve for a term of two years.
(d)Initial appointments.-- Initial appointments to the commission shall be made no later than 90 days after the effective date of this subsection.
(e)Vacancies.-- A vacancy in the membership of the commission shall be filled in the same manner as the original appointment was made.
(f)Compensation prohibited.-- Members of the commission shall serve without compensation but may be reimbursed for expenses actually incurred in the performance of the member's duties within the limit of money appropriated to the commission or otherwise made available to the commission for its purposes.
(g)Chair.-- The President pro tempore of the Senate shall designate one chair from among the President pro tempore's appointments. The Speaker of the House of Representatives shall designate one chair from among the Speaker of the House of Representatives' appointments.
(h)Quorum.-- A majority of the members of the commission shall constitute a quorum for the transaction of the business of the commission.
