§ 12824. Assessment awards.
In proceedings to assess damages and benefits, one of the following shall be awarded to or assessed against the owner of land and affected property:
(1)The excess of damages over benefits.
(2)The excess of benefits over damages.
(3)Nothing, if the benefits and damages are equal.
